RSDT was established to effectively manage the implementation of the 10-Year Prioritized Road Sector Development and Maintenance Program (RSDMP) in the Federal Ministry of Works (FMW).
RSDT is currently managing road and bridge infrastructure projects and institutional strengthening and reform programs with the assistance of a USD330million credit from the International Development Association - IDA (i.e. World Bank - WB), and a USD162million loan from the African Development Bank (AfDB).

Engr. Ishaq D. MOhammed
Unit Manager
Engr. Ishaq D. Mohammed is the Unit Manager. He heads the Organisation and ensures the timely execution of all project activities. He is also the lead specialist for the institutional strengthening and capacity building component of the FRDP. Ishaq is also the team leader for the review and update of the Highway Design Manual; the Development of Roads and Bridge Management Systems (RAMS); the HDM-4 Calibration. He is also an active member of the Road Sector Reform Committee of the Ministry and also co-chairs the Nigerian-Cameroun Highway Transport Facilitation Program (NCHTFP).
Prior to joining RSDT in 2009, Engr. Ishaq worked as a Senior Group Engineer in the Highways section of Atkins (Highways and Transportation). He worked on Highways Authority Briefs within the Highways Agency Network and local safety schemes for Local Authorities such as County Durham and Birmingham City Council.
Before he left Nigeria for the UK, Engr. Ishaq had served in various capacities in the Nigeria Road Sector since 1988 and also worked with Afri Project Consortium (APC), the Managing Consultant for the defunct Petroleum Trust Fund (PTF).
Engr. Ishaq is a fellow of the Nigerian Society of Engineers. He is also a registered member of the Chartered Institute of Highways & Transportation (CIHT) – UK, Member of the American Society of Engineers (MASCE) – USA, Member of the Institution of Civil Engineers (MICE) – UK. Ishaq is also a registered Engineer by the Council for the Regulation of Engineering in Nigeria (COREN).
Ishaq is an alumni of the University of Birmingham in the U.K. Where he obtained an MSc in Highways Management & Engineering. He is also an Alumni of the Kennedy School of Government, Harvard University, Boston, Massachusetts, USA.
Engr. Oribuyaku Julius Temitope
Senior Contract Engineer
Engr. Oribuyaku J. Temitope is the Senior Contract Engineer. He is the Project Manager and the Engineer Team Leader in charge of the rehabilitation of Enugu-Abakaliki and Ogoja Junction-Ikom roads. He also supervises the Periodic Maintenance of Ado-Ilumoba-Ikare road (Sections A & B) in Ekiti State and Akure-Owo road in Ondo State. He holds BSc. In Civil Engineering from Obafemi Awolowo University (1981), LLB and LLM in Laws (Unilag), MSc. in Highway and Traffic Engineering (Unilag) and MBA in Project Management from the University of Benin (2004).
Before joining RSDT in 2006, Engr. Oribuyaku was the Civil Engineering Manager of Nigeria Breweries Plc. where he was responsible for Coordination of planning and design involving civil and structural engineering works, vetting of architectural and structural designs and administration of pre-contract process. Prior to that, he worked as Senior Estimator responsible for appraisal of bid documents, finalizing of bids submission process and claims negotiation and monitoring at costain (West Africa) Plc.
Engr. Oribuyaku is a fellow of Nigerian Society of Engineers (NSE), Fellow of the Nigerian Institution of Civil Engineers, Member of the Nigerian Institution of Structural Engineers, Member of the Nigerian Institute of Quantity Surveyors and Member of the Chartered Institute of Arbitrators (UK). He is a registered Engineer by Council for the Regulation of Engineering in Nigeria (COREN) and a registered Quantity Surveyor by the Quantity Surveyors Registration Board of Nigeria.
Engr. Chike Ngwuocha
Highway Engineer
Chike Ngwuocha has a B.sc in Civil Engineering and a M.sc in Highway Engineering & Management. He has accumulated 20years cognate experience in transport planning, traffic engineering, traffic safety, development control, project planning and supervision in the United Kingdom (UK) and Nigeria. Specifically, his work in the UK included traffic modelling and economic assesment of major highway schemes, undertaking of initial traffic and revenue studies for toll road schemes, micro simulation modelling, audit of transport assessments for major development proposals & local plans, traffic management schemes, acccident studies and junction assesments.
In Nigeria, he has been invloved in some major transportation infrastructure projects. these include the Lagos Rapid Transit Project and the ongoing Abuja Airport Expressway Expansion Project.
Chike is a registered member of COREN and also the chattered institution of Highways & Transportation UK.
Engr. C. Henry Usoh
Senior Project Engineer
Engr. C Henry Usoh is the senior Project Engineer and project Manager for the African Development Bank (AfDB) funded Projects. He holds B Eng (Hons) in Civil Engineering from the university of Nigeria Nsukka (1983) and has attended numerous seminars, workshops and courses both locally and internationally.
Before his appointment with RSDT in 2009, Engr. Usoh was the assistant Director Highway Planning at the Ministry of Transportation, Abuja where he was involved in procurement of both design and construction/rehabilitatioin, responsible for preliminary planning of roads for rehabilitation and project cordinator of the Ministry's Road Information System, traffic data acquisition and analysis. Prior to that, he was the special Assistant (technical) to Honourable Minister of state for Works from July 2005 to February 2007 and had also worked in various capacities on several road projects. He is an engineer with over 27 years experience in the Road Sector.
Engr. Usoh is a member of the Nigeria Society of Engieers and a registered engineer with the Council of Regulation of Engineering in Nigeria (COREN).
Engr. Madaki Y Sani
Senior Project Engineer.
Engr. Madaki Y. Sani is the senior Project Engineer and project manager in charge of rehabilitation of Gombe-Biu Road. He is also the project manager supervising the periodic maintenance of Takai-Albasu Road in Kano state, Kurfi-Charanchi road in Katsina state, Dingaya-Galambi road in Kano state, Nafada-Gombeabba road in Gombe state and Hung-Mubi road in Adamawa state. He hold Msc. in Bridge Design from the University of Surrey, UK (2007) and B. Eng. in Civil Engineering from Bayero University Kano (1995).
Prior to his appintment with RSDT in 2009, Engr. Madaki was a Senior Civil Engineer in the Federal Ministry of Transport, Abuja, where he was responsible for project administration, inspection of on-going Bridge Construction, vetting of final designs of bridges (Nationwide), and vetting of contract agreement amongst other things.
Engr. Madaki us a registered member of the Nigeria Society of Engineers (NSE) and a registered Engineer by the council for the Regulation of Engineering in Nigeria (COREN).
Mr. Aliyu H. Musa
Resource Management Office
Mr Aliyu H. Musa is the resource Management Officer (RMO) responsible for supporting RSDT and staff in achieving their business objectives by providing human resources, equipment and office management services. Supporting RSDT and staff in deployment of limited resources with the purpose of ensuring economy, efficiency and effectiveness in the delivery of outputs required to achieve desired outcomes.
Mr. Aliyu has earned MBA in 2004 and BSc Accounting in 1995 both from Bayero University Kano. Before joining RSDT, Mr. Aliyu was an Audit Officer with Independent National Electoral Commission (INEC), Office Administrator for DFID-JWL Project (Joint Wetland Livelihoods Project) where he was responsible for Office Administration, Logistics, Personnel Management and Project finances prior to joining RSDT in September, 2006. Mr. Aliyu is registered member of the Chartered Institute of Personnel Management of Nigeria (ACIPM) and holds a professional Diploma in Human Resource Management. He has attended various courses in Administration and Human Resources within and outside the country in such places as Eastern and Southern African Management Institute, MEIRC Dubai and GTC London, UK.
MR. IYALA OPRITE MALVAN
Financial Management Officer
Mr. O. Malvan Iyalla is the Financial Management Officer (FMO) responsible for preparing the Unit’s budget, establishing and maintaining necessary accounting and financial records in line with prevailing international and local accounting standards, rules and regulations. He holds M.Sc. Accounting from Leeds Beckett University, Leeds (UK) and B.Sc. (Hons.) Business Administration from the University of Lagos.
Before joining RSDT in September, 2006 Mr. Iyalla has acquired vast working experience in accounting and finance in various sectors of the Nigerian economy. He was a Chief Accountant in the Federal Civil Service where he was posted to the Office of the Head of Service of the Federation (OHCSF) to head the reimbursements and final accounts/bank reconciliations sections. While in OHCSF, Mr. Iyalla represented the office of the Head of Service in the Federation Accounts Allocation Committee (FAAC) meetings and on the Board of Trustees (BOT) of various MDAs. He was the head of Salaries and Loans section of Capital Bank International (now defunct) where he also served in the Organisation and Methods (O & M) department. Again Mr. Iyalla served as the group financial accountant of Christlieb Plc. Apapa, Lagos. He is also involved as a part-time lecturer of various subjects of accounting to prepare students for the examinations at various levels of the ICAN, for a period of over twenty (20) years; and a founding director of Sky Professional Tutors, Abuja.
Mr. Iyalla is a Fellow (FCA) of the Institute of Chartered Accountants of Nigeria (ICAN), Fellow (FCTI) of the Nigerian Institute of Taxation and Member (MNIM) of the Nigeria Institute of Management. He has attended numerous financial and management courses (including Public Private Partnership) within and outside Nigeria.
Mr. Olumolawa Joseph Olugbenga (FCA)
Unit's Internal Auditor
Mr. Olumolawa Joseph Olugbenga FCA. is the Head of Internal Audit Unit responsible for Establishing and Enhancing Systems of Internal Control, ensuring that annual accounts are audited and preparation of Monthly Internal Audit Report as well and ensuring compliance with established rules and donor guidelines. He Obtained MBA from the Federal University of Technology, Akure in 1998 and BSc. Accounting from the Ogun State University, Ago-Iwoye in 1989. He qualified as a Chartered Accountant in 1993.
Mr. Olumolawa has over 27years working experience both in private and public sector.
He worked with the University of Agriculture, Abeokuta between 1989 and 1990 as Internal Auditor. He later joined the then Afribank Nig. Plc. in November 1990 as a graduate supervisor and rose to become the Bank’s Credit Manager at Abeokuta Branch from where he joined Holyfield Consultants Ltd in 1999.
He joined RSDT in September, 2006 from Ondo State owned Mass Transportation Company where he left as the Acting General Manager. He is a team player with sound analytical mind.
Mr. Olumolawa has attended various Financial and Management courses within and outside the country; in such places as Lagos Business School, African Study Group, Johannesburg, South Africa, RIPA, UK, Learning Tree International, USA and IP3 Washington DC, USA.
Mr. Olumolawa is a fellow of the reputable Institute of Chartered Accountants of Nigeria (ICAN).
Engr. Ademola Adedapo, FNSE, FNIHTE, MASCE, MIAM, R.Engr.
Senior Project Engineer
Engr. Ademola Adedapo works as Project Manager & Senior Project Engineer on a Work Bank Project titled Federal Roads Development Project (FRDP) with a total Port Folio of about $330m.The project is being managed by a unit called Road Sector Development Team (RSDT). He is the Project Manager/Team Leader for the Rehabilitation of Mokwa – Bida Road in Niger State, a 121Km length of road with a contract price of about $70m. Before this assignment, Demola has successfully coordinated and managed to timely completion, fourteen periodic maintenance projects spread within all the geo-political zone in Nigeria with a total portfolio of about US$58million. . Before joining RSDT in 2009, Engr. Adedapo was a Senior Civil Engineer with the Federal Ministry of Works, Abuja, Nigeria. At that capacity, He was responsible for contract administration of some federal roads in the North Central, North Eastern and South Western parts of the country.
Ademola is a graduate of the Prestigious Harvard Kennedy School of Harvard University in Boston, USA having completed an Executive Education in Infrastructure in Market Economy (PPP in an Emerging Market) in July 2016. He holds a Masters Certificate in Project Management from the George Washington University, USA, B. Eng. in Civil Engineering from the University of Ilorin, prior to his BSc programme; He successfully completed a National Diploma Program in Building and Quantity Surveying from Kwara State Polytechnics, Ilorin, he won the departmental prize as the best student. He also completed an intensive program in Oracle 9i from NIIT, Abuja.
Engr. Adedapo is a Chartered Engineer, Fellow, Nigeria Society Engineers (FNSE), Fellow Nigerian Institution of Highway and Transportation Engineers (FNIHTE), Corporate Member of the American Society of Civil Engineers (MASCE) and International Academy for Management (MIAM). Engr. Rufa'i Abdul-Azeez
Environmental/ Social Officer
Engr. Rufai Abdulazeez is the Environmental/Social Officer responsible for environmental and social issues related to projects executed by RSDT. Part of his responsibility includes preparation of Terms of Reference(ToR), supervision and evaluation safeguard documents prepared for the projects such as Environmental and Social Impact Assessment (ESIA) report and Resettlement Action Plan (RAP). He also participates and contributes in meetings and other Engineering aspect of the projects based on his background as a highway engineer. Engr. Rufai Graduated with Bachelor of Engineering Civil (Hon) from Ahmadu Bello University (ABU) Zaria in 1998 and Holds Master’s Degree from De Montfort University Leicester UK in 2004.
Before joining RSDT in 2006, Engr Rufai worked with the Federal Highways Department of the Federal Ministry of Works, Nigeria where he was responsible for preparing contract documents, evaluating tender return, managing departmental progress reports and preparing budget proposals.
Engr Rufai is a COREN registered engineer and a member of Nigerian Society of Engineer (NSE),Nigerian Institution of Highways and Transportation Engineers (NIHTE) and Association of consulting Engineers in Nigeria (ACEN). Engr Rufai has Participated in training and courses in Nigeria and abroad in the field of Management, Engineering and Environment organised by World Bank (WB), Nigerian Society of Engineers(NSE), Council for the Regulation of Engineering in Nigeria (COREN),International Roads Federation (IRF), University of Birmingham UK, Eastern and Southern African Management Institute (ESAMI)etc.
Mr. Samuel C. Mene
Social Officer
Mr. Samuel C mene is the social officer responsible for assisting the Environmental and social officer (ESO) in managing environemntal and social issues relating to projects and participating in the implementation of Ressettlement Action Plan (RAP) and Environmental Management Plan (EMP) for the Project. Mr Samuel hlds MSc. in Social Policy from CIty University, London, Uk and BSc(Hons) Sociology/Psychology from the Delta state University Abraka, Delta State.
Prior to joining RSDT, Mr. Samuel has worked as Senior Administrator Southern Gas Construction Ltd, EGTL project. he was the pioneer Administrator responsible for creating all social instruments for analysing safety trands. He also developed several Management Audit tools and manage people in accident ridden conditions. Mr. Samuel is a team player with an easy going personality.
Mr. Site Onyejekwe, PhD, PE
Traffic Engineer
Site Onyejekwe, PhD, PE is the Engineer in charge of traffic engineering and road safety services to support the operations of the RSDT. He is also responsible for providing technical inputs pertaining to traffic engineering and safety issues in the planning and delivery of highway projects including the preparation of briefs, as well as managing project costs and budgets. He earned a PhD in Civil Engineering from Missouri University of Science and Technology, Rolla, Missouri, USA; M.Phil Civil Engineering from University of Birmingham, UK and B.Engr (Honours) Civil Engineering from University of Nigeria Nsukka.
Dr. Onyejekwe has extensive experience of working on highway and traffic engineering projects among projects in the broad area of civil infrastructure in Nigeria and abroad. Before joining RSDT in 2013, Dr. Onyejekwe consulted on highway and transportation projects out of Maryland, USA. Prior to that, he was a Research Assistant on the Missouri Transportation Geotechnics Research Program at the Missouri University of Science and Technology, Rolla, Missouri.
Dr. Onyejekwe is a Professional Engineer in the state of Maryland, USA and a registered engineer with the Council for the Regulation of Engineering in Nigeria (COREN). He is a Member, Nigerian Society of Engineers, Nigerian Institution of Highway and Transportation, Chartered Institute of Highway and Transportation; American Society of Civil Engineers; and a Fellow of the Geological Society of London.
Mr. Usman Ali Lawan
Communication Officer
Mr. Usman Ali Lawan is the Communications Officer. He is the image maker of the RSDT responsible for the day to day communication activities at the Unit. He holds M.Sc. in Energy Studies from the University of Dundee UK and B.Sc. in Business Administration (2nd Class Upper) from Ahmadu Bello University Zaria, Nigeria.
Before joining RSDT in 2012, Mr. Lawan was Head of Corporate Communications at Zamson Oil & Gas Ltd where he was responsible for developing and maintaining a robust communication strategy, handling customer complaints and production of press releases, informative articles and Newsletters. Prior to this, he served as Public Relations Officer for the UNDP – Millennium Village Project, Pampaida Village in Kaduna State.
Mr. Lawan is a registered member of the Public Relations Society of America (PRSA), Member of International Association of Energy Economics (IAEE) and Registered Student Member of the Nigeria Institute of Public Relations (NIPR).
Barr. Adebayo Adebola Olufisayo
Legal Officer
Barrister Adebayo Adebola Olufisayo is the Legal Officer. She is responsible for Contract Management and Legal Administration. She holds a BL (University of Ilorin), LLB (The Nigerian Law School) and LLM (University of Abuja) in Laws, a Chartered Arbitrator ISO 27001 Lead Auditor, Public Private Partnership (PPP) and Procurement Specialist. A member of Nigerian Bar Association (NBA) and International Bar Association (IBA).
Before joining RSDT, she had worked with the National Identity Management Commission (NIMC) as a Senior Legal Officer where she was responsible for Contract Management, Draft, Review and Administration, Arbitration, Negotiation, Litigation and Dispute Resolution, Interpreted Rules and Guidelines, Offered Legal Advisory Services and Implemented Public Private Partnership Contracts.
She is a Legal Practitioner with extensive experience in Legal and Corporate Services in the Private and Public Sector.
Mrs. Lizzy E. Kehinde
Project Secretary
Mrs. Lizzy E. Kehinde is the Project Secretary responsible for cataloguing and filing of all project documentation, providing support to technical staffs, serving as secretary to all project meetings and maintaining the unit's managers Diary on meetings, visitations and travelling. she earned PGDM (2005) and HND in Secretariat Studies in 2003 both from Hassan Usman Katsina Polytechnic in Katsina State, Nigeria.
